Senior Manager/Supervisor
Overview:
A multi-faceted public health organization, serving Butte County for over 55 years is seeking a Senior Fiscal Manager to join their team. This role is responsible for overseeing and directing the overall financial and fiscal health of department, focusing on strategic financial management of the department’s $102 million budget. Core duties include budgeting, organization and oversight of complex business systems, and managing supervisors and multiple teams, with the department boasting 400+ employees.
Job Duties:
Under general direction, assumes management responsibility for fiscal, payroll, budget, grants, and/or contracts and procurement matters in support of a County department; models and forecasts revenues, expenditures, and general and special fund balances; and performs related duties as assigned.
  • Develop and implement goals, objectives, practices, policies, procedures, and work standards.
  • Provide administrative, management, and professional leadership for assigned fiscal operations.
  • Prepare and administer budgets and contracts; allocate limited resources in a cost-effective manner.
  • Select and supervise staff, provide training and development opportunities, ensure work is performed effectively, and evaluate performance in an objective and positive manner.
  • Gather, assemble, and analyze data and make sound recommendations for assigned projects, programs, and activities.
  • Conduct research, analyze, and interpret data, draw conclusions, and summarize and present information, reports, and data in an effective manner.
  • Effectively represent the department and the County in meetings with governmental agencies, contractors, vendors, community groups, the public, and various business, professional, regulatory, and legislative organizations.
  • Supervise the establishment and maintenance of a variety of filing, recordkeeping, and tracking systems.
  • Prepare clear and concise reports, correspondence, and other written material.
  • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
  • Use tact, initiative, prudence, and independent judgment within general policy, and procedural, guidelines.
  • Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.
  • Effectively use computer systems, software applications relevant to work performed and modern business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
Preferred Education and Experience:
Bachelor's degree from an accredited college or university with major coursework in accounting, finance, or a related field; and six (6) years of experience in fiscal or management analysis, including two (2) years of supervisory experience.
Compensation:
This position offers a competitive salary ($98,384-$131,851k) depending on experience and qualifications. In addition: Medical, Dental, Vision insurance. Paid vacation, sick, and holiday pay. Retirement contribution.
