Position Overview
Western Canal Water District is seeking its next General Manager. The General Manager is in charge of the operations, functions, and administrative affairs of the District. The GM represents the District’s five-member, landowner-elected Board of Directors through policies and programs with employees, community organizations, and the general public.  The GM prepares the annual budget, makes recommendations to the Board on final expenditure levels and advises the board on financial matters. The GM is responsible for employer-employee relations. The GM is responsible for development, maintenance, and improvement of District facilities and services and performs other job-related duties as required.
 
Administration
  • Serve as Chief Administrative Officer for the District.
  • Represent District interests and communications with local, state, and federal agencies, consultants, political bodies, community organizations, committees, boards, commissions, and the public.
  • Work closely with District legal counsel and technical consultants.
  • Oversee the preparation of the annual budget, making recommendations to the Board on rate setting and expenditure levels.
  • Oversee the development and administration of capital improvement budgets and plans.
  • Maintain continuous awareness of administrative practices and recommend changes which increase the efficiency and economy of District operations and services.
  • Responsible for media and public relations.
  • Ensure prompt and proper response to public concerns and complaints.
Planning and Strategy
  • Develop, recommend, and establish plans, procedures, and management controls to implement Board policy.
  • Consistently evaluate effectiveness of District programs and services and develop plan for improvements if deemed necessary.
  • Represent the District in negotiations.
  • Develop and implement plans effectively to meet District objectives.
Operations
  • Oversee the development and improvement of District facilities and services.
  • General responsibility for District engineering functions.
  • Responsible for District disaster preparedness and response.
  • Prepare leases and agreements with other agencies.
Human Resources
  • Be the example of a Western Canal Water District leader. Give clear direction, set priorities and expectations, delegate tasks, and provide constructive feedback.
  • Exercise leadership, authority, and management tactfully and effectively.
  • Responsible for District personnel matters, including employment procedures, and employer-employee relations.
  • Inspire others to do their best work and identify barriers to employee success. Hold self and staff to timelines, goals, and follow-up.
  • Proactively identify deficiencies and coach to correct within team.
  • Recognize and reward staff accomplishments and contributions.
  • Listen with the intent to hear, not reply. 
Board of Directors
  • Create vision in partnership/collaboration with Board, management, regulatory agencies.
  • Coordinate the preparation of the agenda and material for Board meetings.
  • Facilitate District elections for landowner elected Board of Director positions.
  • Provide advice and consultation to the Board on the development of ordinances, regulations, policies, and programs.
  • Serve as District representative before boards and commissions.
Work Safety 
  • Implement and adhere to safety programs in order to provide a safe and clean workplace for fellow employees within all OSHA local, state and federal regulations. 
  • Complete necessary trainings to ensure all District certifications required for role are maintained as current. Certifications may include, but are not limited to, Injury and Illness Prevention Program (IIPP), Back Safety, Equipment Operation, etc. 
Other 
  • Perform additional assignments as requested by the Board to support District goals.
  • Complete training required for position and maintain applicable certifications. 
  • Travel regularly by automobile and often by airplane and in conducting District business.
Desired Qualifications
  • Bachelor's degree in public administration, business administration, finance, engineering, water policy, or a related field – or have at least 10 years of closely related experience in lieu of a degree. 
  • Broad and extensive work experience in a management or administrative position in a private or public agency. Background should include responsibility for formulation and implementation of programs, budgets, and administrative operations.
  • Good communicator in many settings and modes: one on one, public meetings, and group settings.
  • Demonstrate proficiency in Microsoft Office, including Word, Excel, PowerPoint, and Outlook, to effectively perform job duties. 
  • Exhibit excellent organizational and communication skills to facilitate clear, efficient workflows. 
  • Work well under pressure, meeting multiple deadlines and adapting to changing priorities. 
  • Maintain a valid CA driver's license (or equivalent in state of residence) and meet the insurability standards of auto insurance carrier.  
Work Environment
Time will be split between an office environment with moderate temperatures and low background noise, outdoor field environment with moderate to higher temperatures, (exposure to dust and environmental allergens and mosquitoes) and meeting rooms in Sacramento or other locations.  Will be required to communicate orally with Board, co-workers, and the public in face-to- face, one-to-one and group settings.  Regular use of telephone for communication.  Regular use of office equipment such as computer, server room, copiers, etc.  Sit for extended time periods.

Compensation
This position offers a competitive salary ($175-225k) depending on experience and qualifications. In addition: Medical, Dental, Vision insurance. Paid vacation, sick, and holiday pay. Retirement contribution.
